Two new spill response trailers have been fully stocked and will be shortly dispatched to new host locations in Emerald Qld and Port Kembla (Illawarra Region NSW)

These units are Trailer No. 33 and Trailer No. 34. Both units are diaphragm pump equipped

The present spill response trailers at both locations will be relocated to other sites to be decided by the CROIERG Committee at their next meeting

LARGE SCALE /INDUSTRY EMERGENCY EXERCISE SCHEDULED FOR 2014 IN SOUTHERN NSW

Discussions have been taking place for the holding of a large scale joint Emergency Services & Industry Emergency Exercise in Southern NSW next year

CROIERG will be providing our rollover semi-trailer tanker unit as the "main prop" in this scenario and while it is in the early planning stages we have had discussions with Fire & Rescue NSW via Superintendent Kim Reeson, NSW Capability Manager Firefighting who is heading the organisation of this exercise.

It is planned to look at making this large scale exercise an annual event

The matter was discussed at the recent CROIERG Annual General Meeting, which gave full support to CROIERG taking an active part in the venture

It is intended that exercise participants will come from a wide range of emergency services (Fire Brigades, Police, Ambulance, SES, WorkCover, EPA etc) and Industry

CROIERG Members will be kept fully informed of developments in this area

The exercise will be ahands-on as real-as-it-can-get scenarioand provision will be made for industry observers etc

This is an early AIP publication and provides an insight into the distribution network in those days. I am sure members will find it interesting, especially those with long memories and family links back a long way. ED

DISTRIBUTION NETWORK

The marketing companies own most of the extensive product bulk storage and distribution facilities located around Australia. Some rationalisation has occurred in recent years and the number of these facilities has been gradually falling.

The network consists of the following:

Capital City Terminals and Installations

Approx. 50 main storage and distributing centres at capital cities served, where possible by pipeline from refineries

Coastal Out port or Ocean Terminals

Approx. 75 company-owned distributing centres with bulk tankage receiving supplies by coastal tanker from Australian refineries, or direct from overseas

Country Agency Depots

Some 1,200 depots usually operated by agents/distributors with storage tanks fed by road or rail from an installation or terminal

Service Stations

There are about 11,000 retail outlets throughout Australia. Service stations are supplied by road tankers operated from the main centres of distribution

Equipment

The equipment for delivering product to customers includes sea-going tankers, bunkering barges, about 2,000 rail tank cars, 5,000 road tankers, 40,000 retail petrol and distillate pumps, and perhaps 15,000 other dispensing pumps at commercial and industrial premises

Road Tankers

Road tankers have increased steadily in size, and now carry up to 40,000 litres. About 1,500 road vehicles are petroleum company-owned, largely in metropolitan areas, while 3,000 are owned by country agents and distributors, and perhaps 500 by hired carrier and cartage contractors

Rail Tankers

Rail Tank Cars and dispensing pumps are mainly owned by the petroleum companies

TRAIN CARRYING CRUDE OIL EXPLODES, SPILLS OIL INTO ALABAMA WETLANDS (Alabama)

A 90-car train derailed and exploded in rural Alabama early Friday morning, spilling its crude oil cargo into the surrounding wetlands and igniting a fire so intense that officials said it will take 24 hours to burn out. No one was injured.

Don Hartley, a regional coordinator for the Alabama Emergency Management Agency, told The Times that the train in Alabama likely originated in North Dakota.

The train was crossing a timber trestle above a wetland near Aliceville late Thursday night when 20 railcars and two of three locomotives derailed. Earlier reports said fewer cars had derailed.

On Friday morning, about 10 train cars were burning, according to a statement from train owner Genesee & Wyoming.

Emergency responders decided to let the cars burn out. Though the bridge is also burning, the fire is contained, officials said.

Scott Hughes, spokesperson for the Alabama Department of Environmental Management, told the Los Angeles Times that the oil has been spilled into the wetlands area.

"Typically wetlands are a sanctuary for a variety of different types of aquatic species, so once we're able to get in and assess environmental impacts, we'll certainly look at any impacts to aquatic organisms and other types of wildlife," Hughes said.

There are extensive wetlands near Aliceville, according to the state's Forestry Commission website.

Hazmat crews are on the scene of a fuel spill after an 18-wheeler spilled fuel across a busy highway.

The accident happened just after 11 a.m. Tuesday on Edgefield Road just a short distance south of Interstate 20.

Officials said 8,200 gallons is being spilled into the road, and down an embankment, however, it isn't clear if the material is unleaded fuel or diesel. Crews are using a foam substance to neutralize the impact of the fuel.

Highway 25 between Edna Street and Ascauga Lake Road is closed, as well as the I-520 connector, while the clean-up continues.

An entire batch of chum salmon hit by a 2011 fuel spill in Goldstream Provincial Park have been "wiped out" and failed to return to spawn this year, a local hatchery says.

Three-year-old chum, which were directly affected as juveniles by the tanker truck crash and spill into Goldstream River, have not returned to the park this year to spawn because they likely died when the spill occurred, said Peter McCully of the Goldstream Hatchery.

"We were hoping that a number of them had escaped the effects of it, but it’s not looking like that’s the case," McCully said. "It looks like that cohort was pretty much wiped out."

About 43,000 litres of gasoline and 700 litres of diesel were spilled into Goldstream Park and the river in April 2011 when a Columbia Fuels tanker truck crashed into a rock wall and flipped on its side.

"The three-year-olds would have been the ones most affected by the spill," McCully said. "Their brood would have come into the river in 2010, laid their eggs, and then when the little ones came up out of the gravel in 2011 just at the same time as the fuel spill, that’s when they got whacked."

TANKER ACCIDENT KILLS TWO, DESTROYS OVER 10 HOUSES IN KOGI (Nigeria)

A petrol tanker in the early hour of Friday lost control and ran off -road, into many houses in Iffe, Ijumu Local Government Area of Kogi State, destroying nothing less than ten houses at a go.

The accident also resulted in the death of two persons, one Segun Bello who is a primary school teacher, and a yet to be identified person.

A source from the community said the petrol tanker's driver who was driving at high speed overtook a small passenger vehicle and in the process diverted away from the main road, collapsed into some residential buildings along the road and burst into flame.

The split fuel from the petrol tanker was said to have aided in spreading the raging fire that also consumed many of the buildings aside those brought down by the tanker itself.

The teacher, Segun Bello, who died in the raging inferno in an attempt to run out of the destroyed building unfortunately jumped into the raging fire already spreading outside house, the source said.

Many other persons were said to have also been injured from the collapsed building and the fire from the petrol tanker.

The B.C. government has stated that both pipelines and rail are viable methods to get oil to the coast for export. And the province said recently that if pipelines are not built, rail will fill the void.

That would result in an enormous increase in rail traffic, and likely increased environmental and safety concerns.

To replace Enbridge’s proposed $6.5-billion Northern Gateway pipeline, 275,000 rail cars a year would need to be added to the northern B.C. route to Kitimat or Prince Rupert.

Editor’s Note:275,000 rail cars a year is 753 rail cars a day (including Saturday’s & Sunday’s)

An additional 300,000 tanker cars would be needed to replace the oil capacity of Kinder Morgan’s planned $5.4-billion Trans Mountain pipeline expansion to Burnaby.

It would require a terminal on the coast at a cost of $200 million to $500 million, according to the Canadian Energy Research Institute

The death toll from an oil pipeline explosion in the Chinese coastal city of Qingdao has risen to 44, according to an updated report published by local authorities.

The blast ripped roads apart, turning cars over and sending thick black smoke billowing over the city. The previous toll, published Friday evening, was 35 dead and 166 injured.

The pipeline, run by state-owned oil giant Sinopec, sprang a leak early Friday and exploded several hours later as workers sought to repair it, the Qingdao municipal government said on Chinese social media platform Sina Weibo. Sinopec chairman Fu Chengyu has apologised on state television.

"We are deeply grieved, we express our deep condolences for the dead, our support to their families and our apologies to the whole country," he said.

"We'll find out the accident's causes as soon as possible and give a reasonable explanation to everyone."

Around 28,000 people were killed or went missing in workplace accidents in the first half of this year, state media have reported.

TANKER TRUCK ACCIDENT LEAKING FUEL (Indiana)

At 10:30 a.m. emergency personnel were called to respond to reports of a tanker truck that had crashed in the eastbound lanes of U.S. 30 in front of Meijer.

According to Warsaw Police Department Public Information Officer Lt. Kip Shuter, the accident involved a tanker truck and a semi. Shuter stated that the accident occurred after the tanker truck, which was driven by Mark Burgess, 41, of Hebron, Ind., followed too closely to a semi-truck in front of him.

Burgess was unable to see the traffic light change to red due to his proximity, and swerved in an attempt to avoid a collision. Burgess struck the back of the trailer of the semi, driven by Sandy Brantley, 37, of Valdosta, Ga., and then collided head on into a nearby traffic light pole just in front of Meijer.

Burgess was extricated by Warsaw-Wayne Township Fire Territory firefighters and the collision caused fuel to leak from his vehicle. Kosciusko County Emergency Manager Director Ed Rock was called to the scene due to the hazardous material involved. Shuter stated Burgess was transported to Kosciusko Community Hospital in stable condition for non-life-threatening injuries.

Warsaw Police Department, Indiana State Police, Warsaw-Wayne Fire Territory and the Winona Lake Fire Department responded to the scene. Traffic has reopened at this time, however, officials are expected to be on scene for some time due to clean up efforts involving the damaged traffic light. Damages are estimated at6 $100,000

2 INJURED AS BIG-RIG CRASH IGNITES 8,000 GALLONS OF OIL ON 710 FREEWAY (California)

A double tanker truck caught fire on the southbound Long Beach (710) Freeway in Commerce Sunday morning, prompting the California Highway Patrol to close the freeway.

The call came in at 9:37 a.m. that a big rig had gone over the side of the freeway and exploded into flames, according to the CHP.

The CHP initially said a second truck was also on fire. But witnesses told KTLA 5 it appeared that only one truck was involved.

The truck driver was burned and suffered critical injuries, the Los Angeles County Fire Department said in a news conference Sunday afternoon.

The truck driver managed to get out of the big rig before rescue crews arrived, the fire department said. A second person, believed to be on a street below, suffered moderate injuries, officials said.

The freeway was closed in both directions between Washington Boulevard and Interstate 5 for about 90 minutes as firefighters battled the flames, according to the CHP.

VILLAGERS GIVE GRISLY ACCOUNT OF FUEL TANKER EXPLOSION (Zimbawe)

THE tragedy that struck Manicaland on Wednesday morning in which 22 people, most of them family members, were badly burnt following a crash involving a Greenfuel tanker and a Mazda T35 truck carrying mourners near Checheche, has brought to the fore the need for the ethanol-producing concern to invest in fire-fighting equipment since its products are inflammable.

Greenfuel was criticised by villagers for failing to avail fire-fighting equipment which many believed would have minimised the impact of the disaster.

A Greenfuel haulage truck carrying about 45 000 litres of ethanol exploded into flames after a head-on collision with a Mazda T35 truck ferrying a coffin and about 22 mourners in a spine-chilling accident that saw 21 victims being burnt badly, some beyond recognition.

The Greenfuel tanker was on its way to Harare with the inflammable product, while the mourners were headed towards Mariya Village, about 20km from the scene,

The accident, described as "horrific" by witnesses, occurred at Manzvire, about 15 kilometres from Checheche Growth Point. Manicaland police traffic co-ordinator Chief Inspector Cyprin Mukahanana said the accident occurred at around 7am.

He said 22 passengers in the T35 truck, including the driver, were burnt to death.

TRUCKER ON FACEBOOK AT TIME OF DEADLY ARIZONA CRASH, RECORDS SHOW (Arizona)

The driver of an empty fuel tanker was using his cell phone to look at photos of women on Facebook when he crashed into three police cars and two fire department trucks on Interstate 8 in May, killing an Arizona Department of Public Safety officer, records obtained by the Star show.

Officer Tim Huffman was killed in the May 6 wreck on eastbound Interstate 8 in Yuma County. The truck driver, Jorge Espinoza, is charged with second-degree murder and other crimes. The investigation report was made public today after an Arizona Daily Star public records request.

Espinoza was driving 65 mph with the cruise control on when the crash happened. He initially told investigators he didn't see the police cars because he was looking in his mirror at a passing truck. He also said he never uses his phone while driving because it is against company policy, the police reports show.

However, information taken from the phone shows Espinoza was using the internet at the time of the crash, according to the reports.

He was in Facebook looking at "photographs of several women in provocative positions, wearing little clothing," "photographs of a woman in a low cut dress," and photos of a man "smoking something," according to the reports obtained this morning.

Espinoza had also used his phone to look at Facebook, YouTube, female escort web pages, porn sites and social networks on other occasions when he was logged in as driving, investigators said.

A camera on the dashboard of his truck shows his Samsung Galaxy 3 phone fly out of his hand in the crash, although he had apparently tried to cover the camera with his wallet, police say.

CHARGES LAID AFTER OIL SPILLS ALONG STRETCH OF MAJOR HIGHWAY EAST OF EDMONTON (Canada)

Charges have been laid after an oil tanker spilled crude oil for more than 10 km along Highway 16 near Kitscoty, RCMP said Friday.

Just after 3 p.m. Thursday, police received a report that an oil tanker had deposited crude oil from the intersection of Highways 16 and 897 to approximately Range Road 21, a distance of about 11 km. It appears the driver had failed to properly secure a valve on the tanker, which dumped oil along one eastbound lane, Sgt. Jamie Hubbert said in a news release.

In some areas, a significant amount had leaked, Hubbert said. While there were no collisions or injuries, several vehicles were covered with oil and had to be cleaned.

The truck was stopped and the driver was charged under the Dangerous Goods and Transportation Act. Environment Canada was also notified, and Hubbert said further charges against the tanker company are pending under Environmental Acts.

CHILD, 8, KILLED, 8 INJURED IN NORTHEAST SIDE ROLLOVER CRASH (Ohio)

An 8-year-old child was killed in a crash Saturday on Interstate 270 in northeast Columbus when the SUV the child was a passenger in rolled.

According to Franklin County Sheriff deputies, say a Ford Explorer, driven by Tyhuana Henley, 20, crashed on the ramp from I-270 south to state Route 161 east at 9:12 p.m.

Nine people were inside the SUV at the time of the crash. No one was wearing seatbelts at the time of the crash, according to deputies. Eight of the passengers were transported to area hospitals in stable condition.

It is unclear if drugs or alcohol were a factor in the crash

STAMPEDE IN OGUN VILLAGE AS FUEL TANKER TUMBLES (Nigeria)

Business activities were disrupted at Warewa Community in Ogun on Tuesday, following a stampede when a truck laden with fuel tumbled, discharging all its contents.
The News Agency of Nigeria (NAN) reports that the incident caused serious panic and heavy traffic jam as traders shut their business and took to their heels.

A witness, Mr Akin Ojediran, who narrowly escaped death at the scene, told NAN that the tanker was trying to avoid crashing into a car, making u -turn. "This junction is not safe to make u-turn at all because tanker drivers are always on top speed,’’ he stated.

A food seller, Mrs Mojito Keshinro, said that she hurriedly fled her shop after the incident.
"I was serving my customers when I heard a heavy blast. "My customers and I scrambled for safety, all of us wanted to escape through one door at the same time. "Accidents at this junction are becoming too many," she said.

The tanker driver, Rabiu Mohammed, told NAN that he was trying to avoid crashing into the private car when the incident occurred.

FUEL TRUCK DRIVER BLAMED FOR FIRE (Saudi Arabia)

With the arrest of a gasoline truck driver, police detectives have uncovered the mystery behind a blaze that killed a motorist and injured three others while engulfing five cars at a Kilo 3 intersection in Jeddah on Tuesday.

Makkah Civil Defense Col. Saeed Sarhan attributed the accident to the driver of a gasoline tanker truck that supplied fuel at the wrong time to a filling station close to the signal at the intersection between the Makkah Road and the Qasar Khozam Street at Kilo3 in the city.

The truck carried a payload of 33,000 liters of gasoline. The driver allegedly drove out the truck from an Aramco supply station at 11:02 a.m. and arrived at the filling station in less than 30 minutes violating the regulations governing driving gas trucks within the city limits.

The driver started filling the benzene tank at the petrol station 10 minutes after his arrival without waiting for the regular workers of the filling station.

The negligent way in which he connected the supply hose carrying the fuel from the truck to the tank in the station caused spillage of a considerable amount of benzene to the nearby road.

Moreover it was not the appointed time for delivering gas to the station. With the arrest of a gasoline truck driver, police detectives have uncovered the mystery behind a blaze that killed a motorist and injured three others while engulfing five cars at a Kilo 3 intersection in Jeddah on Tuesday.

OKLAHOMA COMPANY TO PAY FINE IN WYOMING OIL SPILL (Wyoming)

An Oklahoma company on Friday agreed to pay a $1 million penalty for allowing thousands of gallons of oil to flow into a creek south of Rawlins in 2011. Thomas Sansonetti, a lawyer for the company Nadel and Gussman Rockies, entered a guilty plea for the company before U.S. District Judge Alan Johnson in Cheyenne.

Johnson accepted the company's plea for the misdemeanor violation of the federal Clean Water Act conditionally, pending his review of a report. He set sentencing for January.

Federal prosecutor Bob Murray told Johnson more than 4,700 gallons of oil spilled into Emigrant Creek after a contract pumper working for the company left a tank valve open overnight in late April 2011.

Murray said the pumper had opened the valve to drain production water from the tank. Murray said the oil also drained out after all the underlying water in the tank was gone.

Murray said Hugo Cartaya, then a production manager for Nadal and Gussman, had approved of disposing of the production water, which had some contaminants in it, by draining it from the tank into the nearby creek bed.

Murray said the snow was too deep for a tanker truck to get to the site to haul the water away so dumping the water provided a way to continue oil production at the site.

After the pumper discovered the oil spill, Murray said Cartaya told him not to report it to the company or to regulators. Authorities learned of the spill later after a person passing by smelled oil and saw it flowing under a nearby road in the streambed.
